HE Right Hon. David Cameron

Prime Minister

10 Downing Street

London SW1 1AA

Dear Prime Minister

Turkish massacre of Kurdish civilians and general repression of Kurdish population in Kurdistan in Turkey

On the occasion of the New Year I wish your Excellency a very happy and prosperous 2012 hoping that Great Britain will be able to deal with the current world-wide economical downturn and continue its positive international role for the promotion of freedom, justice and progress in the world.

I wrote to your Excellency on 12 November on the occasion of the Turkish army's killing of 36 PKK fighters in Chele district in Turkish Kurdistan allegedly using chemical weapons.  I also expressed my dismay at the decision by the US government to supply Turkey with Predator Drones. I explained the historical background and the current context of the Kurdish question in Turkey and asked the British Government to use its influence with Turkey to stop its violence and unjustified continuous repression of Kurdish people in Turkey with the view of depriving them of their right of political voice and peaceful democratic participation in the political structures, processes and interests in Turkey.

As your Excellency will be aware, Turkey has continued her aggressive military campaign and political repression including using drones and F16 warplanes to attack civilian areas in both sides of Iraqi and Turkish Kurdistan using the excuse of PKK 'terrorists'. Turkish F-16 warplanes carried out an airstrike in Uludere Township of Şırnak province on Wednesday night last week killing at least 35 Kurdish civilians. It is encouraging that the Turkish government unusually acknowledged and apologized for the killings saying that they were mistaken for PKK members. Regarding this incident I would like to attract the attention of your Excellency and the British government to the following issues and realities:

1. This incident is just one more tragic addition to a history of continued repression, massacres and aggressive assimilation trampling in the process upon all the principles of human rights and values of human decency and dignity. It is the entrenched Turkish policy of Turkist racial apartheid and denial of diversity and difference which is the root of this continued irrational and unjust series of crimes against humanity.

2. As I said in my previous letter NATO cannot avoid responsibility for collaboration or even active participation in these crimes especially after the supply of the drones and sharing intelligence with Turkish army and supporting Turkish policy by continuing to unjustly label PKK as a terrorist organisation. The latest incident of brutal massacre of 35 civilians including children was the result of the continuing campaign of racist repression by Turkish state and its choice of violence instead of civil democratic participation and ensuring equal human, cultural and political rights to all Turkish citizens and communities. But the immediate reason for the occurrence of the massacre it seems was the use of drones as intelligence agents. The British government is undoubtedly aware  that the American use of Predatory Drone sin Pakistan has despite their disputed effectiveness in fighting terrorism, has resulted in many 'mistakes, of  massive civilian deaths causing a lot of frustration, anger and hatred towards the American by various communities. Turkish Prime Minister Tayyip Erdogan confessed that the 'mistake' was  caused by spying drones when he said that 'unmanned aerial vehicles (UAVs) had noticed that nearly 40 people were moving in a region where the main camps of the armed Kurdistan Workers' Party (PKK) are situated'. He added: "Naturally it is not possible for unmanned aerial vehicles to identify the group exactly. In a further identification, it is revealed that the group was comprised of cigarette and diesel oil smugglers". So it is evident that this massacre happened in response to the information transmitted by unmanned drones and came after the Americans delivered four of them to Turkey in November of the undesired consequences of which I tried to attract the attention of the British and American governments in my previous letters.

3. Turkey has been using drones together with F16 jets in its continued attacks in Kurdistan region too with devastating effects. As the drones are able to detect any living creatures to which Turkish military responds by using F16 to carry out napalm attacks, I have information that almost all the fauna of Qandil Mountains has been obliterated as well as cattle belonging to Kurdish farmers, destruction of villages and killing 12 Kurdish civilians since August in Kurdistan region. The elimination of 36 Kurdish male and female fighters was also the result of this combined military tactics. Unfortunately it is a creation of post 9/11 American policy which is now a fundamental ideology emulated by Britain and many autocratic political powers in the world, to use the accusation of 'terrorism' to justify the most inhumane irrational methods of extra-judiciary killings and using extreme intelligence-based opportunistic violence to indulge in killings and destruction. It was on Obama's and Gordon Brown's watch that Sri Lanka indulged in genocide of the Tamils and crimes against humanity. It is clear that Turkey supported by the US and NATO, is keen to follow the Sri Lanka example responding to the Kurdish people's call for dialogue and democratic participation, with violence, destruction and racist political repression.

4. In spite of its claim to Western-style democracy, Turkey, especially under Erdogan and his Islamic party, is increasingly becoming an arrogant nationalistic state that Hungary is trying to become, guided by the dream of a new Ottoman Empire and drawing on its residual of totalitarian despotism. It will be foolish, counter-productive and criminally unjust and inhumane to allow, let alone support, the new Islamic Turkish Sultans to reverse the tide of history and kill Kurdish democratic spring with impunity encouraged by Western hypocrisy. The same way as the West is using sanctions to deter Iran's nuclear intentions; it should also use sanctions to deter Erdogan's Ottoman ambitions and crimes against humanity.

5. In addition to its access to NATO's military hardware including drones now, Turkey is now planning to launch in the next two years a military spying satellite the Gokturk satellite. This will undoubtedly increase Turkey's military intelligence and capacity with unpredicted consequences for all the countries in the region including Israel.
6. Although Kurdistan parliament in 2008 unanimously called for the closure of Turkish military bases in Bamarne inside Kurdistan region, Turkey is still refusing to withdraw its military units. Given the volatile situation in Iraq as a result of the withdrawal of the American forces, tensions with Iran and Turkey's refusal to accept a peaceful democratic solution of the Kurdish question, I am concerned that the increasing unilateral military involvement of Turkey in the area will only increase the instability in the region and directly threatens Kurdish people's rights, freedoms and future.

7. The Kurds will surely welcome any positive role of Turkey based on the condemnation of political repression and violations of human rights like the ones perpetrated by the regime of Bashar Assad in Syria and by Erdogan's government against the Kurds in Turkey and promoting instead peaceful diversity and democratic co-existence.   It is Turkey's continued irrational racism against the Kurds which is a drag on its claims to become a model of democracy and a factor of solution in the Middle East. The Kurds make up about 20 percent of Turkey's 74 million people, and make up 15 percent of Syrian population, 20 percent of Iraq's population and 12 percent of Iran's population. Turkey has massive economic interests in Kurdistan region and Iraq. Turkey cannot progress a step in the right direction without accepting Kurdish demands, including PKK's, for a peaceful democratic solution through Turkey's own structures, institutions and processes, The only thing Turkey needs to do is to amend its outdated racialist Kamalist Constitution to make Turkey an inclusive pluralist democracy recognizing the national identity, language, educational and cultural rights and activities of Kurdish people within Turkey. Then PKK fighters will be the first to come down from mountains, lay down their arms and support Turkey's democratic institutions and structures.

Dear Sir

I am disappointed that the British government while rightly condemning Bashar Assad's brutality and welcoming the Arab Spring, has been silent vis--vis Turkey's political repression and crackdown against the Kurdish people.

I hope your Excellency and British government will play a more robust pro-active role to encourage and advise Turkish government to move in the right direction and stop its inhumane violence and repression which will eventually only breed more violence including extreme reactions. The US should immediately withdraw its Predator drones deployed to Turkey before creating further human tragedies, and use sanctions to stop Turkey's increasing militarization which may eventually be no less dangerous and destabilizing than Iran's alleged building up of nuclear arms. Kurdish people after centuries of oppression and repression deserve to have their own spring of freedom.

Yours,

Kamal Mirawdeli (Dr)

Kurdish writer and Presidential Candidate in 2009 Kurdistan Region elections
